The Dzongkhag Education Sector of Pemagatshel Dzongkhag proudly represented our Dzongkhag at the Civil Service Innovation Day (15–16 June 2026), showcasing an innovation born from a simple but powerful question: how do we truly know which teachers are making a lasting difference in performance?

Our answer is the Teacher Performance Dashboard, a data-driven tool that follows each teacher’s journey across three consecutive academic years, using a dual-dimensional framework combining pass percentage with percentile excellence. It marks a shift from assumption-based judgments to evidence-driven decisions, ensuring that no teacher’s story goes unseen and no effort goes unrecognized.

The Transformation Underway:

✅ Targeted, personalized teacher development-no child, and no teacher, is left behind

✅ A stronger, fairer teacher assessment system, with a growing national pool of Pioneer Teachers

✅ Significant savings by tackling the hidden cost of student repetition

✅ A clear pathway to national scale-up through AI automation and EMIS integration

What this means for MoESD at the national level:

1️⃣ Top teachers identified objectively, ending the era of formulaic nominations

2️⃣ Massive cost savings as repetition rates fall nationwide

3️⃣ Stronger teacher profiles within the zEST system, supporting career progression

4️⃣ A robust evidence base for TPC to strengthen standards, licensing, and competency

5️⃣Truly need-based professional development, designed by TELD around real classroom needs

What began as a Dzongkhag-level idea in Pemagatshel now suggests toward something far greater, a National Teacher Performance Data Bank, powered by AI automation and EMIS integration, ready to transform how teacher quality is understood, supported, and celebrated across Bhutan.
